If you can't afford a live teacher...
There are a couple free grammar guides online. Learn the basic pronouns, pronunciation of words, how to conjugate the different types of verbs, just he basics...

Then also start using flash cards to learn the most common words. TagalogDecks.com is good and free (created by this website) with the top 2,000 most commonly used words.
Once you have an overview of the grammar and some common words under your belt, try to start working through text and audio, picking out words until you get more and more comfortable over time. The Tagalog Reader will help you with reading (click a word to see its definition). The Videos section of this website has a bunch of Youtube videos.
Be patient with yourself -- it's a long process, don't expect to be fluent in a month. Persistence is key.
