I’m not sure it’s always true every time, but it’s very often true. Also, it seems sometimes the root alone can be translated to a concrete noun of some type, OR it refers to the action of doing the root, or sometimes both.
Ex:
punta = noun “destination”
punta = “Manonood ako kada punta ko sa Taguig.” = I go to the movies every time I’m going to Taguig. = “act of going”
And of course, sometimes in casual usage the root alone is used as a command...
Ex: Punta ka dito. = You, come here.

I think almost all, if not all nouns, may be used as root words, but not all root words are nouns. Some of them may be verbs.

In TLDCAdmin's example, I would consider "punta" more as a verb that means "go to a destination". "Kada-punta" would be an adverbial phrase that means "each time someone goes somewhere".

In "Punta ka dito", "punta" is the shortened form for "pumunta" or "magpunta".

"Pumunta/Magpunta/Punta ka dito". = You, come here.

The noun form of "punta" would be "puntahan" (a favorite destination).

"Ang Niagara Falls ay kilaláng puntahan ng mga turista. " = The Niagara Falls is a well-known favorite destination of tourists.

Where the stress falls in a word may also change its meaning. "Puntahan" is a noun, but "puntahán" is a verb.

"Puntahán natin ang Niagara Falls." = Let's go to the Niagara Falls.

"Kain" = eat
"Kumain" = to eat
"Pagkain" = food
"Kainin" = to eat something
"Kainan" = to eat a portion of something
"Kainán" = a place to eat (may mean a plate, a table, a restaurant, etc.)
