Only one prefix can be used with "tuto". That prefix is "ma" - mátuto. "Makatuto" is, therefore, not a proper word.
 
I think these are the only two verb forms that use "tuto":
 
mátuto - (actor-focus: to learn) - natuto, natututo, matututo
 
matutúhan/matutunan - (object-focus: to learn something) - natutúhan/nan, natututúhan/nan, matututúhan/nan
 
"Masaya akong matuto ng Tagalog" may sound right if literally translated to English - I am happy to learn Tagalog. However, we would not likely express it in Tagalog that way. For us, the ongoing "being happy" does not jibe well with the infinitive "to learn". We might say it instead as:
 
Masaya akong natututo ng Tagalog. = I am happy learning Tagalog. - The learning is ongoing.
or
Ikasásaya kong matuto ng Tagalog. = It will make me happy to learn Tagalog.
- The learning is yet to begin.
