Pagtutol can mean “complaint” or “objection.” There is a wonderful dictionary on this site where you can find definitions and example usage for almost any Tagalog word.

I think that when you replicate the first syllable of a verb and prefix it with pag, it becomes the gerund (a noun).
So for instance lakad is the root of the verb to walk. So paglalakad is the gerund (ie the noun walking). Used for instance in the sentence 'Walking is good for your health'.
