Mobility will be key to recovery
04:55.6
because we have relaxed some of our quarantine methods
05:00.0
and we have allowed more transportation to come out.
05:04.4
That's going to prove to be better for demand.
05:07.6
If we do follow the health protocols,
05:10.3
the ability of people to move around will likely contribute better to growth.

We are joined by Rafaela David, co-convener of Atingto.
14:60.0
Ms. David, welcome to the program.
15:03.0
Yes, hello, Stanley, and to our viewers.
15:06.6
Talk to us first, perhaps, about the experience.
15:10.5
You went to the West Philippine Sea.
15:13.7
What thoughts were you having when the harassment happened for the group?
15:19.8
Well, of course, we were not surprised that Chinese Coast Guard vessels
15:25.5
and later on, a Chinese Navy shadowed our convoy.
15:29.0
But I think the highlight and the most important thing that we witnessed there
15:37.2
was really the bravery of fellow Filipinos standing up to China,
15:41.7
especially the Fisher Po, who were there with us and who hosted us in that mission.
15:47.2
Yes, and in that sense, would you consider the mission still successful?
15:51.3
Yes, it was mission success.
15:52.8
Yes, we were able to do all of our set objectives.
15:55.5
Including breaching China's illegal blockade in Bajo de Masinlok.
16:01.8
Our advance team, which went there a day earlier,
16:05.6
was able to go as close as 20 nautical miles away from Bajo de Masinlok
16:12.3
and deliver the essential supplies, fuel, food packs to the Fisher Po there in the vicinity of Bajo de Masinlok.
16:20.7
So for us, it's mission accomplished.
16:22.6
All right, it's mission accomplished.
16:25.5
You, meantime, Ms. David, you know, you mentioned earlier about the experience.
16:30.8
This gave you, of course, insights on the kind of threats that our fishermen
16:34.9
and even our defense forces are continuously facing as they venture into the West Philippine Sea.
16:40.7
Perhaps, can you give us an idea of what these threats are
16:44.0
and how you felt about this when you experienced the threats yourself?
16:50.0
Well, first and foremost, our advance team was encircled by a Chinese,
16:55.5
a Chinese Navy ship, all while they were trying to distribute food packs.
17:00.8
But again, it was an exhibition of the bravery of the Filipinos
17:05.7
because even with the Chinese Navy ship going around them,
17:08.9
they continued forward giving supplies.
17:11.3
And there was even a Chinese helicopter trying to intimidate them.
17:16.5
For our main convoy, another instance of Filipino bravery is when
17:24.2
the Chinese Navy ship went to the West Philippine Sea.
17:25.4
And there was even a Chinese helicopter trying to intimidate them.
17:25.5
And there was even a Chinese helicopter trying to intimidate them.
17:25.5
The Chinese Coast Guard was going around us.
17:28.4
It was not just shadowing.
17:29.6
It was really encircling and going very near, even half a mile away from us.
17:36.2
But again, our fisherful communities continued forward in conducting fishing activities.
17:42.2
So even despite what they were doing, we saw our volunteers moving forward.
17:48.4
Of course, this is an act of intimidation from China.
17:51.9
But also at the same time, this endangers also the,
17:55.3
the regular activities that they're doing.
17:57.7
Because you can really see the effort to, you know, to get, not just to intimidate,
18:07.3
but the small fishing vessels, of course, are really also put at risk.
18:14.0
And their safety are also compromised.
18:18.7
All right. Now, Ms. David, you mentioned about, you know, intimidation in the West Philippine Sea.
18:23.2
I don't know if this development, the latest,
18:25.3
the latest development where China is now ordering or contemplating on arresting
18:29.8
and even detaining those that are in their so-called territory.
18:33.4
I don't know if that was a result of your recent trip to the West Philippine Sea.
18:38.1
But what are your thoughts on this, on the way China is dealing with the situation,
18:44.3
with the pronouncements that it will arrest even, possibly even Filipinos that are,
18:50.0
you know, that are venturing into the area or the territory,
18:55.1
you know, that are, you know, that are venturing into the area or the territory,
18:55.3
that they claim is theirs?
18:57.9
Yeah, we see this as a direct response to our civilian supply mission.
19:04.2
And it definitely looks like a desperate attempt for China
19:10.3
to keep a hold of their illegal occupation of the West Philippine Sea.
19:15.5
And this for us is also an indication that active citizenship as a model
19:21.4
is an effective model in challenging China.
19:24.4
Because it seems like China is the one who's actually afraid
19:30.4
when people come together and show this big superpower
19:35.1
that they will not be silenced, they will come together and speak truth to power.
19:40.1
Now, Ms. David, you described the latest civilian supply missions in the West Philippine Sea
19:45.2
as short of heroic.
19:46.8
In fact, you are saying that, you know, this as a strategy is effective in the Philippines
19:53.1
asserting our rights.
19:54.4
In our own territory.
19:56.7
Now, the question is, would there be succeeding or immediate supply missions
20:01.2
that you're planning in the area in the coming days?
20:04.9
Well, we've always been saying that we should be regularizing
20:08.8
and normalizing civilian access in the West Philippine Sea.
20:12.5
This should not actually be controversial.
20:15.7
Ordinary citizens should have regular access to our own seas.
20:19.6
If China is militarizing our area,
20:23.2
our mission is to,
20:24.2
to civilianize it.
20:25.5
Making sure that we bring it back to normal.
20:28.6
We make sure that we bring it back to ordinary Filipinos,
20:31.6
especially the fisher folk who are most affected
20:34.4
and who are the traditional occupants of that area.
20:39.2
And lastly, Ms. David, what do you say to those who think
20:41.8
going there is not a good idea and that we should not even venture?
20:45.7
I mean, at least civilians.
20:46.8
It is too risky for civilians to be going to an area that is highly contested or hotly contested.
20:54.2
that's going to be playing into the Chinese narrative
20:59.7
Filipinos should stay out of our own waters.
21:02.9
So, if anyone's making that area risky,
21:07.0
it's China, again, who's militarizing it.
21:13.9
facing also the risks,
21:15.9
also shows how a peace-loving nation,
21:19.5
through peaceful means,
21:21.3
can be determined,
21:24.2
and undeterred by what China is doing,
21:27.3
show that we will not be silent again
21:31.4
because it's a moral obligation in the face of a bully
21:34.1
that we come together and show China that we will not be silenced.
21:41.6
Rafaela David, co-convener of Aten Ito Coalition,
21:45.4
thank you so much for joining us today.
21:47.5
And thank you so much for believing in the mission.
21:50.8
Thank you, Stanley.
21:53.4
Moving on to more news.
21:54.2
The Philippine Interior Department urges the Office of the Ombudsman
21:57.5
to suspend controversial Tarlac Mayor Alice Goh.
22:00.7
DILG Chief Benher Abalos says
22:02.7
their investigation into Goh's alleged links
22:05.5
to illegal Pogo operations in Bamban
22:07.7
showed troubling results.
22:10.4
Abalos did not disclose further details, though.
22:13.1
Goh's identity has been questioned
22:14.7
due to her late birth registration
22:16.6
and lack of school records.
22:19.2
Senate President Juan Miguel Zubirina
22:21.0
urging the Pol Body to be more vigilant
22:23.1
in screening illegal Pogo operations.
22:24.2
Election candidates.
22:26.5
Ako mismo, na-alarma ako.
22:30.5
kung tayo nga'y takot sa
22:34.0
kung marami pera yung itong mga sindikato,
22:37.5
drugs and gambling,
22:39.0
makakapag-elect po sila ng mga
22:41.3
officials ng ating bansa,
22:43.1
nakaka-alarma yan.
22:44.3
I think the Comelec should be more circumspect
22:46.9
kasi talagang delikado.
22:49.1
Baka hindi na natin alam,
22:50.9
mga mayors, governors,
22:57.0
kung napanood yung pelikula,
22:58.9
mga curian candidate,
23:00.0
kung saan ay, ano pala sila,
23:05.2
So, we have to be very careful.
23:09.3
More political parties
23:11.1
forging alliance with
23:12.4
President Marcos' Partido Federal ng Pilipinas.
23:15.5
The Nationalist People's Coalition
23:17.3
becomes the last addition
23:18.6
to the new version of UNI team
23:21.1
gearing up for the 2025 midterm polls.
23:24.2
NPC Chairman Vicente Soto III
23:26.4
says the partnership is grounded
23:28.0
on the two parties' desire
23:30.2
for positive change,
23:32.0
genuine unity and strength.
23:34.6
The PFP, earlier inked
23:36.2
an alliance with LACAS-CMD,
23:37.9
the political party of the President's cousin,
23:40.3
House Speaker Martin Romualdez.
23:42.5
Marcos had said he hopes
23:44.3
to finalize the parties' alliances
23:46.1
and coalitions before the filing
23:47.9
of certificates of candidacy
23:52.5
Former Senator Bama,
23:54.2
Aquino, now gearing up
23:55.4
for the 2025 midterm elections
23:58.5
In an interview with Teleradio Servicio,
24:01.8
Aquino said they are now preparing
24:03.5
for the polls as they have learned
24:05.3
their lessons during the 2022
24:07.3
presidential elections.
24:09.3
The former lawmakers seeking to return
24:11.7
to the upper chamber
24:12.6
under the banner of a newly formed
24:16.3
Dikatipunan ng Nagkakaisang Pilipino.
24:20.5
Yung main learning
24:22.0
from the 2022 campaign,
24:24.2
is huwag na tayong last minute.
24:26.7
Let's start as early as we can.
24:29.9
yes, bumabalik ako sa politika
24:31.7
after so many years.
24:32.9
Pero ang sa puso ko kasi,
24:36.2
hindi ito parang bago
24:38.8
kasi mula rin ito
24:40.7
dun sa mga nakaraang eleksyon.
24:42.1
Alam natin na may marami mga Pilipino,
24:44.8
kahit sino pa yung binoto noong 2022,
24:47.0
naghahangad talaga ng pagbabago.
24:48.6
Naghahangad na ma-address yung concerns nila.
24:50.9
And we're hoping that we can build on that.
24:54.2
Tech experts warn,
24:56.6
artificial intelligence may pose a threat
24:58.7
to the integrity of the 2025 midterm polls.
25:01.9
Sherian Torres reports.
25:05.2
With the advent of artificial intelligence,
25:08.0
Southeast Asia election watchdogs
25:09.7
are raising concerns
25:11.0
about challenges facing the region's polls.
25:14.0
Among them is the use of deep fake
25:16.1
and coordinated authentic behavior
25:18.3
in smear campaigns.
25:19.7
Like former Indonesian President Joko Widodo,
25:22.2
who was shown on social media,
25:24.2
speaking in Chinese,
25:25.6
but was actually delivering a speech
25:27.6
in his native language.
25:29.6
According to Data Ethics Philippines founder
25:31.9
and director Dominic Ligot,
25:33.6
anybody can do a deep fake using an app
25:36.2
like what he did.
25:38.0
So there have been some discussions
25:39.9
lately about what is now
25:43.4
Actually, you'll notice that
25:44.9
the microphone is distorted
25:46.5
because the microphone is distorted.
25:49.1
So that means deep fake is also done,
25:50.7
even the mouth, not just the audio.
25:52.8
That's hard to find.
25:54.2
For example, if my microphone is up,
25:55.9
you won't be able to see it.
25:57.5
Ligot says many political aspirants
25:59.7
in the 2025 elections
26:01.3
will surely use artificial intelligence,
26:04.5
just like newly installed
26:05.8
Indonesian President Prabowo Sobyanto,
26:08.5
who effectively wooed voters
26:10.0
using avatar or cartoon characters
26:12.5
in his campaign materials.
26:15.0
AI, he says, is really persuasive.
26:18.0
The objectivity of people
26:21.2
can be swayed by digital means.
26:24.2
Controlado ng platform,
26:25.7
kung ano yung nakikita mo
26:26.5
on your news feed
26:27.7
or your search results,
26:29.6
and yan ang binibenta nila
26:30.9
sa mga advertisers na bumibili.
26:32.8
In the recent regional forum
26:34.6
on the 2025 Philippine elections,
26:37.1
one expert also pointed out
26:38.8
the danger of being too glued
26:41.8
The Filipinos are the ones
26:43.8
who are always online.
26:45.6
So Filipinos are the ones
26:47.6
who use mostly the online media
26:50.5
and the digital platform
26:51.7
around the globe.
26:54.2
are very much exposed
26:55.6
to the digital threat
26:57.3
and also for the misinformation
27:00.2
and disinformation.
27:02.1
A close collaboration
27:03.2
with other countries
27:04.4
is a must to control the problem.
27:07.1
Democracy Insights Group
27:08.5
meanwhile points out
27:10.4
the Philippines elections
27:11.8
could face next year.
27:14.4
dysfunctional information environment,
27:17.0
influence of money in politics,
27:19.1
a polarized nation,
27:21.6
and vulnerability to cyber attacks.
27:24.2
Will the 2025 elections increase,
27:27.2
and I think this is more important,
27:29.2
increase the democratic,
27:33.2
the people's trust
27:36.7
and electoral processes
27:38.7
as the primary avenue
27:40.7
for social change.
27:42.7
The Mafindo Group's recommendation
27:45.7
top senior citizens,
27:47.0
in combating the spread of misinformation
27:51.0
Compared to maybe young people,
27:52.0
young people sometimes,
27:53.0
they know that this is wrong.
27:54.0
But sometimes they are
27:56.0
maybe not very eager to speak.
27:58.0
But elderly different.
28:00.0
They want to speak.
28:02.0
Because they have like,
28:04.0
they have dedications,
28:06.0
they have patience.
28:12.0
reaching senior citizens
28:14.0
is very strategic
28:18.0
The National Movement of Citizens
28:20.0
for Free Elections or NAMFRL,
28:22.0
on the other hand,
28:23.0
has been working with the Comelec
28:25.0
to issue an AI code of conduct.
28:29.0
political parties,
28:30.0
are starting to think about
28:32.0
their strategies,
28:33.0
campaign strategies.
28:35.0
And I will not be surprised
28:37.0
if they are also starting to use AI.
28:41.0
Senator Amie Marcos,
28:42.0
chairperson of the Senate Electoral
28:44.0
and People's Participation Committee,
28:46.0
says she agrees with the Comelec.
28:48.0
But the bigger issue is
28:50.0
how can the Commission enforce such a law?
28:52.0
IT expert Ligot advises people
28:55.0
to consult others each time
28:57.0
that they see a dubious election-related post
29:02.0
it's also high time to teach children
29:04.0
as young as Grade 1
29:06.0
about the dangers of fake news
29:08.0
and disinformation.
29:09.0

29:14.0
The head of the Philippine Paul Body
29:16.0
stresses the need for a law
29:18.0
to regulate the use of artificial intelligence
29:20.0
during elections.
29:21.0
Comelec Chairman George Garcia said Saturday
29:23.0
their hands remain tied on the matter.
29:26.0
He says the Commission cannot police
29:28.0
AI-related content during campaigns
29:30.0
without a law giving them power for it.
29:34.0
Garcia says Comelec will improve coordination
29:37.0
with social media platforms
29:39.0
to take down harmful AI election content.
29:44.0
In the previous election of the Comelec,
29:46.0
we just submitted
29:47.0
authorized social media accounts
29:54.0
we have nothing to do.
29:55.0
Even if we spend on social media,
29:58.0
we cannot regulate if there is no law.
30:06.0
if there is no law
30:08.0
saying that action
30:09.0
or putting it on social media

30:17.0
begins hearing testimonies
30:19.0
from expert witnesses
30:20.0

30:22.0
According to one of the expert witnesses,
30:25.0
Bayan Chairperson Daddy Casino,
30:27.0
while the U.S. is trumpeting its support
30:29.0
for the International Criminal Court's case
30:31.0
against former President Rodrigo Duterte,
30:34.0
it is concurrently backing and financing
30:36.0
the Marcos administration's
30:38.0
counterinsurgency programs.
30:40.0
He calls this selective condemnation
30:42.0
and says the U.S. support
30:44.0
provides war criminals free reign.
30:47.0
The tribunal also heard
30:48.0
testimonies on red-tagging,
30:51.0
extrajudicial killings,
30:53.0

31:34.0

31:36.0
in public utilities,
31:37.0
higher education,
31:39.0
I would like also to decry
31:41.0
some efforts of some legislators
31:44.0
to pursue the People's Initiative.
31:46.0
I believe it is purely unethical.
31:49.0
I also firmly believe
31:51.0
that the process for moving
31:52.0
these kinds of legislations forward
31:54.0
should be aligned
31:55.0
with what is provided
31:57.0
in our Constitution
31:58.0
and that the core foundations
32:00.0
of nationalism and national interest
32:02.0
are still primarily protected
32:04.0
and if not strengthened.
32:06.0
But other local officials

32:08.0
supported the proposed amendments.
32:10.0
La Trinidad Benguet Mayor Romeo Salda says
32:12.0

to local development.
32:17.0
While Erickson Zinzon,
32:18.0
board member of Ilocos Sur says
32:20.0
the changes have the potential
32:21.0
of creating economic progress,
32:23.0
jobs and better services
32:24.0
even as they also come with threats
32:26.0
of national control
32:27.0
and economic sovereignty.
32:29.0
But the Mariano Marcos State University's

Senate President Pro Tempore
32:42.0
Lauren Legarda for her part
32:44.0
that lawmakers will still have a chance

32:48.0
in case charter change is approved
32:50.0
before foreigners can come in and invest.
32:52.0
In the legislature,
32:55.0
we still have to enact
32:57.0
the pieces of legislation
32:59.0
that will lead to that 100%
33:02.0
allowing at least,
33:06.0
but depends on discussion
33:07.0
of both houses of Congress.
33:09.0
Senate President Juan Miguel Zubiri
33:11.0
meanwhile has a sense
33:12.0
of how many senators
33:13.0
they need to convince
33:14.0
to push economic charter change
33:16.0
over the legislative hump.
33:20.0
we need 18 votes.
33:23.0
sa tingin ko kulang pa kami ng dalawa
33:26.0
kailangan talaga kausapin natin
33:28.0
yung mga medyo natatakot
33:30.0
dito sa mga probisyon na ito.
33:32.0
There's certain trust issues.
33:33.0
I think it boils down to trust issues

But at least Juan Senator urges

his colleagues to be more deliberate
34:11.0
at least to be more deliberate.
34:12.0
Ako from the very beginning
34:14.0
ang aking position talaga is
34:20.0
charter change on
34:22.0
only on economic provisions.
34:25.0
It should be voted upon
34:28.0
by both houses of Congress.
34:30.0
The consultation in Baguio
34:31.0
is the first of three
34:32.0

34:34.0
The consultations will continue

At sa working ages natin, productive sila, educated, employed, para masupport nila yung dependent population, yung 0 to 14, tapos 65 and over. Pero pag maraming nabubuntis, so ibig sabihin yung future nila na makapag-contribute sana in supporting yung dependent population affected kasi nga sila mismo kailangan na ng protection and support.
47:53.9
Aside from lack of education and limited knowledge on reproductive health, another contributing factor to the prevalence of teenage pregnancies are the youth who are already living together, wherein 5.6% of women 15 to 19 are married while 4.7% are in living-in arrangements. The study says this causes exposure to sexual activities.
48:16.8
There were also about 22,000 repeat pregnancies in 2022 or young women who were pregnant a second.
48:23.9
There were also about 22,000 repeat pregnancies in 2022 or young women who were pregnant a second, third or fourth time. And so government agencies and civil society organizations appeal for the passage of the Adolescent Pregnancy Prevention Bill. The bill is still pending at the Senate, but the measure's author, Senator Rizzo Antiveros, says she will continue to push for this as a national social emergency. As the public awaits, communication between children and adults should continue from homes, schools to communities.
48:49.0
It could start as really teaching our young people good touch, bad touch.
48:53.9
Teaching them the right way to name our private parts. Huwag bird, huwag flower. Tawagin natin siya as it is like any other body part like our eyes, our nose, our hands. And at the same time, we are also calling for our young people. Kasi according to the Young Adult Fertility and Sexuality Study, 18% are exposed to pornography. And we know that it contributes to kung ano yung perspective mo, syempre yun yung ine-expose ka.
49:23.9
What you are really reflecting on can be translated into action.
49:27.4
So pagpasok na pagpasok pa lang nila sa paaralan, nag-uumpisin na ang CSE. Una kung ano yung parte ng katawan, lalong-lalong na pag nababago ang katawan, and they're entering the adolescent period. And hopefully, this will provide them with more information on the pros and cons of particular actions.

54:28.3
It was a festive night

honoring these healthcare professionals.
54:34.0
The Filipino nursing industry is so big in Las Vegas
54:37.5
and should continue to get bigger and bigger.
54:39.9
More outside the Filipino community

should get involved with what you're doing here tonight

55:04.7
Nevada stands second from the bottom among all states
55:07.7
in the ratio of registered nurses per 1,000 jobs.
55:11.5
This shortfall is specially pronounced in rural areas
55:14.5
where reliance on traveling nurses has increased

specially since the onset of the pandemic

as they gravitate toward urban settings.

But amid the celebration,
55:31.7
there remains challenges
55:32.9
in the healthcare sector.
55:34.6
In a recent conversation with U.S. Senator Catherine Cortes-Masto,
55:38.7
she stressed the need to address
55:40.4
the shortage of nurses in Nevada.
55:43.5
There is an opportunity
55:45.3
to not only train teachers and nurses
55:48.1
in our community colleges
55:50.0
and our university system here,
55:52.8
But I also think it is important that if we don't have enough and we don't have enough in the pipeline,
55:58.1
or we don't have enough and we have too many vacancies still,
56:01.6
that we look outside the state and bring in expertise from outside the state.
56:06.2
I think there's opportunity to think outside the box.
56:09.2
Nevada has sought to boost its healthcare workforce to align the national nurses' averages.
56:15.2
According to a report from the Nevada Hospital Association,
